CNL3’s Change.org petition supporting original H.B. 1923 attracts 1,000+ signatures in four days

PORT TOWNSEND, WA, March 10, 2026 (Salish Sea IPTV Channel 3) – More than a year ago, CNL3 endorsed H.B. 1923, “The Mosquito Fleet Act.” That endorsement is more heartfelt than ever.

Washington State Representative Greg Nance (D-23, Kitsap County) is the bill’s prime sponsor. The bill has been introduced with 10 other sponsors in both the 2025 and 2026 sessions of the Washington State Legislature.

H.B. 1923 would make it legal for counties, towns, ports, and tribes around the Puget Sound, Salish Sea, and in Grays Harbor, WA to form publicly funded passenger-only ferry services, if their local voters approved. Currently, only King and Kitsap Counties have been granted that authority by Washington State law.

The version of the bill that passed the House of Representatives is roughly the same it has been for the past 14 months. In the final days of this legislative session, the Senate Transportation Committee passed a wholly different form of H.B. 1923, without a public hearing on its 14 new provisions.

On Sunday, March 8, CNL3 created a petition at Change.org in support of the original House version of HB 1923. As of 6:00 a.m. today, the survey has gathered 1,004 verified signatures.
